This pistol is listed in the California registry, so no issues shipping to California with 10 round magazines.  Often times, the 15 magazine M9A1 pistol is out of stock.  For customers in non-restricted states, you can buy 15 round magazines, and for restricted state customers, you can buy more 10 round magazines as well:
